Candidate Statement
Community Involvement and Leadership
Mr. McGinley has been an active member of the Verona community for more than 30 years, initially serving on Citizens’ Advisory Committees for water and wastewater projects, then participating in a multitude of Jaycees’ service projects and, more recently, the Budget Review Committee. He has worked on education-related committees reviewing curriculum, setting technology goals and establishing the Verona Foundation for Educational Excellence. He has coached a dozen girls and boys’ basketball teams for the Recreation Department and has been a member of the Baptismal Ministry at Our Lady of the Lake Church for more than 15 years.
Mr. McGinley has served as the President or Co-President of the following Verona organizations:
- Verona Jaycees
- Verona Conference of SCA’s
- Verona High School SCA
- H.B. Whitehorne Middle School SCA
- Laning Avenue Elementary School SCA
He has also served as the Chairman or Co-chair for the following Verona Boards and committees:
- Zoning Board of Adjustment
- Fair in the Square
- Labor Day Picnic and 5K Run
Professional Expertise
Mr. McGinley has over thirty years of administrative experience directing professional and non-profit organizations. Following graduation from the New Jersey Institute of Technology, he worked for sixteen years on the Headquarters’ Staff of the American Society of Civil Engineers (ASCE) where he was responsible for programs in engineering education, government services, field operations, membership development and customer service.
After leaving ASCE, Mr. McGinley served as the Executive Director for the Institute for Professional Practice (IPP) providing administrative leadership for the development of programs for science and engineering students and practitioners on professional and ethical responsibilities encountered in practice.
Since 2001, he has been an independent contractor with Commercial District Services, LLC (CDS), serving as the Assistant Administrator for multiple CDS clients that operate Business Improvement Districts and Property Owner Associations. In this capacity, Mr. McGinley is responsible for providing administrative leadership in the areas of government relations, audit and insurance operations and serves as their chief financial officer.

New Jersey Institute of Technology, Newark, NJ; Bachelor of Science in Civil Engineering with a Distinction in Humanistic Studies
Family History
Mr. McGinley was born and raised in Newark, New Jersey. He attended Sacred Heart Grammar School and then Seton Hall Prep where he played basketball and was the founding president of the Irish Club. His family moved to Verona in 1977 while he was a freshman at the New Jersey Institute of Technology. At NJIT, Mr. McGinley was a campus tour guide and orientation leader and served as the president of their Student Chapter of the American Society of Civil Engineers.
Following graduation, Mr. McGinley lived in Verona where he met and married lifelong Verona resident Donna Boeck. They are still living in the home they purchased on Lanning Road in 1986. Donna is teaching 5th Grade Math at the Wanaque Elementary School. The couple has two children, Megan, a student at Montclair State University preparing for a career in education and Sean, a senior at Verona High School.
Platform – Experienced Leadership and Fiscal Integrity
I want to continue to serve this wonderful town by using the expertise I’ve acquired over 30 years of service and volunteering to benefit the entire community. I am looking forward to serving our town in a greater capacity as a councilman.
I believe this can best be accomplished through three main thrusts:
Control Finances
• Work with our Township Employees to ensure that every tax dollar expended is appropriate and essential to maintaining the character of Verona
• Work for a 0% net increase in budgeted expenditures
• Support the continuation and proliferation of shared services with other municipal entities
• Maintain a multi-year budget plan
• Look for opportunities to reduce the net outflow of County and State tax dollars from our community
Keep Government Open
• Guarantee local government is open to all citizens by listening to, demonstrating an understanding of, and working to address their contributions and concerns
• Require input from individuals with expertise, volunteer groups and boards, committees and commissions to be an integral part of the process in the decisions of our town leaders
• Encourage participation on town boards and committees by announcing openings and seeking input from the community
Cultivate Our Unique Community
• Pursue opportunities to develop our business district as a “destination” location
• Maintain the distinctive residential quality of life in our neighborhoods
• Consider the needs of the entire spectrum of residents from children to senior citizens in all decisions
• Continue to provide police and volunteer emergency services with the resources necessary to keep the entire community safe and secure
