Essex County Executive Joseph N. DiVincenzo, Jr., seen here with state Sen. Nia Gill (left) and Lori Grifa, commissioner of the New Jersey Department of Community Affairs, presented his eighth State of the County Address at the Essex County Hospital Center on Tuesday, February 15. He reprised the budget presentation that he made four weeks ago, but also talked about some of the projects on his agenda for this year.
